CAMPAIGN TO IDENTIFY EXPERTS FOR UPCOMING ELECTIONS TO THE AFRICAN COURT ON HUMAN AND PEOPLES\u2019 RIGHTS<\/strong><\/span><\/h4><p><strong>\u00a0<\/strong><\/p><p><span style=\"font-size: 18px;\"><strong>Arusha, March 28, 2024 <\/strong>&#8211; The African Human Rights Mechanisms Nomination and Selection Initiative, also known as \u2018the Arusha Initiative,\u2019 announced a campaign to help identify quali\ufb01ed candidates ahead of the upcoming elections to the African Court on Human and Peoples\u2019 Rights. The aim of the campaign is to assist the State Party-led nomination process by identifying experts who meet the criteria for serving at the African Court. Given the current geographical composition of the Court, nominations are open from the East Africa, West Africa, and Central Africa regions.<\/span><\/p><p><span style=\"font-size: 18px;\">Members of the public are invited to share information about quali\ufb01ed experts through the following links, which are available in <strong><a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSeKWmeLeEosTSLWwyrLr6avP73C9mrgWeoLZ8bcrUTgOGM2nw\/viewform\" target=\"_blank\" rel=\"noopener\"><u>English<\/u><\/a><\/strong>, <strong><a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSd1gmpmxnnQPwz2vqfzhdjBJV20sAsKoSH3AYdtUcvXIk2oHA\/viewform\" target=\"_blank\" rel=\"noopener\"><u>French<\/u><\/a><\/strong>, and <strong><a href=\"https:\/\/docs.google.com\/forms\/d\/e\/1FAIpQLSc5d4grrbuQ9kcXLSlUTKmpp5MIacMyLeQE3IoDVRGc3DW3JQ\/viewform\" target=\"_blank\" rel=\"noopener\"><u>Portuguese<\/u><\/a>.<\/strong><\/span><\/p><p><span style=\"font-size: 18px;\">The African Human Rights System consists of three mechanisms: the African Commission on Human and Peoples\u2019 Rights, the African Court on Human and Peoples\u2019 Rights, and the African Committee of Experts on the Rights and Welfare of the Child. Each mechanism comprises 11 members nominated by African States and elected by the Executive Council of the African Union.<\/span><\/p><p><span style=\"font-size: 18px;\">By July 2024, three upcoming vacancies at the African Court need to be \ufb01lled. Judge Ben Kioko (Kenya) completes his second term and should be replaced by a male judge from East Africa. Judge Blaise Tchikaya (Republic of Congo) and Judge Stella Isibhakhomen Anukam (Nigeria) are ending their \ufb01rst terms and are eligible for reelection to another six-year term. State Parties to the Court Protocol may however nominate other candidates for these two positions: a male from the AU\u2019s Central African region and a female from the West African region.<\/span><\/p><p><span style=\"font-size: 18px;\">Quali\ufb01ed candidates for this position must be individuals of high moral character with recognized expertise in human and peoples\u2019 rights. Such candidates must have practical, judicial, or academic competence in human rights and be independent of political, diplomatic, or administrative functions in their countries.<\/span><\/p><p><span style=\"font-size: 18px;\">The AU O\ufb03ce of the Legal Counsel will soon call for nominations from State Parties in the three regions. In anticipation of the nomination process, this campaign intends to identify quali\ufb01ed experts and share a database of those experts with States for their consideration during the nomination process. Cada mecanismo \u00e9 composto por 11 membros nomeados pelos Estados africanos e eleitos pelo Conselho Executivo da Uni\u00e3o Africana.<\/span><\/p><p><span style=\"font-size: 18px;\">At\u00e9 julho de 2024, ter\u00e3o de ser preenchidas tr\u00eas vagas no Tribunal Africano. O juiz Ben Kioko (Qu\u00e9nia) termina o seu segundo mandato e deve ser substitu\u00eddo por um juiz masculino da \u00c1frica Oriental. O Juiz Blaise Tchikaya (Rep\u00fablica do Congo) e a Ju\u00edza Stella Isibhakhomen Anukam (Nig\u00e9ria) est\u00e3o a terminar os seus primeiros mandatos e s\u00e3o eleg\u00edveis para reelei\u00e7\u00e3o para outro mandato de seis anos. Os Estados Partes no Protocolo do Tribunal podem, no entanto, nomear outros candidatos para estes dois cargos: um homem da regi\u00e3o da \u00c1frica Central da UA e uma mulher da regi\u00e3o da \u00c1frica Ocidental.<\/span><\/p><p><span style=\"font-size: 18px;\">Os candidatos quali\ufb01cados para este cargo devem ser indiv\u00edduos de elevado car\u00e1cter moral com experi\u00eancia reconhecida em direitos humanos e dos povos. Esses candidatos devem ter compet\u00eancia pr\u00e1tica, judicial ou acad\u00e9mica em mat\u00e9ria de direitos humanos e ser independentes de fun\u00e7\u00f5es pol\u00edticas, diplom\u00e1ticas ou administrativas nos seus pa\u00edses.<\/span><\/p><p><span style=\"font-size: 18px;\">O Gabinete do Conselheiro Jur\u00eddico da UA ir\u00e1 brevemente solicitar as nomea\u00e7\u00f5es dos Estados Partes nas tr\u00eas regi\u00f5es.
