Samuel MBEMBA KABUYA, from the Ministry of Justice and Keeper of Seal of the Democratic Republic of Congo (DRC), and Hon. Jean Pierre Massala, Ambassador Extraordinary and Plenipotentiary &amp; Permanent Representative of DRC to the East African Community (EAC).<\/p><p>The meeting afforded an opportunity to talk about the work of the African Court Coalition and its efforts to advocate for an effective, independent and accessible African Court on Human and Peoples\u2019 Rights. During the meeting, the Coalition stressed on the importance of depositing Article 34(6) Declaration of the African Court Protocol, of which the DRC is yet to do, to allow direct access to the African Court for individuals and NGOs with observer status before the African Commission on Human and Peoples\u2019 Rights (the Banjul Commission). The Coalition also handed over to the Deputy Minister a policy brief that it had prepared, explaining why it is important for DRC to show leadership and deposit Article 34(6) of the African Court Protocol. A copy of the same policy brief will be submitted to the Minister of Human Rights. He also reaffirmed DRC\u2019s commitment to the promotion and protection of Human Rights and access to justice.<span style=\"color: var(--porto-body-color); letter-spacing: var(--porto-body-ls,0);\">\u00a0<\/span><\/p><p>The DRC ratified the African Court Protocol in 2020 bringing the total number of African Union Member States who have ratified the Protocol to 34, out of 55.<\/p><p>The Coalition extends its profound gratitude to the Deputy Minister and the Ambassador for affording us an opportunity to meet and discuss the work of the Coalition and the importance of the African Court in the promotion and protection of human rights in the continent. It is our hope that DRC will soon follow the footsteps of other champion State Parties who have deposited Article 34(6) to allow unlimited access for African citizens to the African Court and thus manifest commitment to the promotion and protection of human rights in the continent.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\r\n\t\t\t\t<\/div>\r\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-top-column elementor-element elementor-element-be91cc4\" data-id=\"be91cc4\" data-element_type=\"column\">\r\n\t\t\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\r\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-8ba9cd3 elementor-widget elementor-widget-text-editor\" data-id=\"8ba9cd3\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p style=\"text-align: center;\"><span style=\"text-decoration: underline; color: #003300;\"><strong><span style=\"font-size: 17px;\">PLAIDOYER POUR LE D\u00c9P\u00d4T DE LA D\u00c9CLARATION DE L&rsquo;ARTICLE 34(6) PAR LA RDC\u00a0<\/span><\/strong><\/span><\/p><p><span style=\"font-size: 17px;\">Le mercredi 21 ao\u00fbt 2024, \u00e0 Arusha, en Tanzanie, la Coalition a rencontr\u00e9 l&rsquo;Honorable Samuel MBEMBA KABUYA, Vice-Ministre de la Justice et Garde des Sceaux de la R\u00e9publique D\u00e9mocratique du Congo (RDC), ainsi que l&rsquo;Honorable Jean Pierre Massala, Ambassadeur Extraordinaire et Pl\u00e9nipotentiaire &amp; Repr\u00e9sentant Permanent de la RDC aupr\u00e8s de la Communaut\u00e9 de l&rsquo;Afrique de l&rsquo;Est (EAC).<\/span><\/p><p><span style=\"font-size: 17px;\">Cette r\u00e9union a offert l&rsquo;occasion de discuter du travail de la Coalition de la Cour Africaine et de ses efforts pour plaider en faveur d&rsquo;une Cour Africaine des Droits de l&rsquo;Homme et des Peuples efficace, ind\u00e9pendante et accessible. Au cours de la r\u00e9union, la Coalition a soulign\u00e9 l&rsquo;importance de d\u00e9poser la D\u00e9claration de l&rsquo;Article 34(6) du Protocole de la Cour Africaine, que la RDC n&rsquo;a pas encore fait, afin de permettre un acc\u00e8s direct \u00e0 la Cour Africaine pour les individus et les ONG ayant le statut d&rsquo;observateur aupr\u00e8s de la Commission Africaine des Droits de l&rsquo;Homme et des Peuples (la Commission de Banjul). La Coalition a \u00e9galement remis au Vice-Ministre une note de politique qu&rsquo;elle avait pr\u00e9par\u00e9e, expliquant pourquoi il est important pour la RDC de montrer son leadership et de d\u00e9poser l&rsquo;Article 34(6) du Protocole de la Cour Africaine. Une copie de la m\u00eame note de politique sera \u00e9galement soumise au minist\u00e8re des droits humains. Il a \u00e9galement r\u00e9affirm\u00e9 l&rsquo;engagement de la RDC \u00e0 promouvoir et prot\u00e9ger les droits de l&rsquo;homme et \u00e0 garantir l&rsquo;acc\u00e8s \u00e0 la justice.<\/span><\/p><p><span style=\"font-size: 17px;\">La RDC a ratifi\u00e9 le Protocole de la Cour Africaine en 2020, portant \u00e0 34 le nombre total d&rsquo;\u00c9tats membres de l&rsquo;Union Africaine ayant ratifi\u00e9 le Protocole, sur 55.<\/span><\/p><p><span style=\"font-size: 17px;\">La Coalition exprime sa profonde gratitude au Vice-Ministre et \u00e0 l&rsquo;Ambassadeur pour nous avoir accord\u00e9 l&rsquo;opportunit\u00e9 de nous rencontrer et de discuter du travail de la Coalition ainsi que de l&rsquo;importance de la Cour Africaine dans la promotion et la protection des droits de l&rsquo;homme sur le continent.
