style=\"text-decoration: underline; color: #008000;\"><strong>EN-VER.<\/strong><\/span>\u00a0<\/p><p style=\"text-align: justify;\">A delegation from the African Court Coalition which included representation from the East Africa Law Society (EALS) concluded a successful mission in Dodoma, Tanzania, securing key commitments that are vital towards enhancing implementation of decisions of the African Court on Human and Peoples&rsquo; Rights (the African Court) and regional human rights decisions in general. The delegation held constructive meetings with the\u00a0Ministry of Constitutional and Legal Affairs (MoCLA)\u00a0and the\u00a0Commission for Human Rights and Good Governance (CHRAGG) from 10 to 11 July 2025 in Dodoma, Tanzania, marking a pivotal moment in revitalizing cooperation with State actors and the national human rights institution.<\/p><p style=\"text-align: justify;\"><strong>Engagement with the Tanzania Ministry of Constitutional and Legal Affairs <\/strong><\/p><p style=\"text-align: justify;\">In an in-depth and constructive engagement, the Coalition delegation and senior officials from the Tanzania Ministry of Constitutional and Legal Affairs conversed about practical pathways towards Tanzania&rsquo;s compliance with its human rights obligations and more specifically compliance with decisions rendered by the African Court and the East African Court of Justice. The Ministry demonstrated a clear commitment in working towards enhancing coordination that will result in several significant outcomes:<\/p><ul style=\"text-align: justify;\"><li><strong>The establishment of an institutionalized implementation focal point:<\/strong>the Ministry acknowledged the need for better coordination and dedicated personnel when it comes to implementation of regional human rights decisions and informed the Coalition delegation that plans are already underway and the expectation is that the government will allocate the budget needed in the immediate financial year to put such plans into actions.<\/li><li><strong>Commitment to Internal Dialogue:<\/strong>The delegation from the Ministry also affirmed it will initiate consultations with other relevant government organs to streamline the process of implementation of regional human rights decisions.<\/li><li><strong>Formalizing Cooperations and Collaborations:<\/strong>The Ministry positively received a proposal from the Coalition delegation on the need to sign a Memorandum of Understanding (MoU) with the Coalition that will structure future cooperations and collaborations, information sharing, and technical support. It was agreed that the Ministry delegation will advance the talks on this proposal internally.<\/li><\/ul><p style=\"text-align: justify;\">One of the key challenges that was identified during the talks was the lack of a national implementation framework in Tanzania that provides clear guidance on the process of implementation of decisions of the African Court and other regional human rights decisions. In line with this, delegates from each side agreed on the need to continue with further engagements and information sharing on good practices from other systems and countries in the efforts to enhance implementation of regional human rights decisions.<\/p><p style=\"text-align: justify;\"><strong>Engagement with the Commission for Human Rights and Good Governance (CHRAGG)<\/strong><\/p><p style=\"text-align: justify;\">The meeting with CHRAGG revealed an exceptionally high level of readiness and proactive commitment. The Commission, whose mandate includes monitoring the implementation of regional judgments, has already undertaken significant preparatory work, including developing an internal database of decisions of the African Court. The meeting resulted in a robust roadmap for joint action:<\/p><ul style=\"text-align: justify;\"><li><strong>Immediate Formalization of Partnership:<\/strong>CHRAGG strongly championed the signing of an MoU with the Coalition to formalize the partnership on cooperations and collaborations.<\/li><li><strong>Targeted Capacity Building:<\/strong>among the key priority areas, the Commission identified the need for specialized training on implementation of regional human rights decisions to enhance monitoring and reporting of such decisions.<\/li><\/ul><p style=\"text-align: justify;\">The Coalition is grateful to the Tanzania Ministry of Constitutional and Legal Affairs and the Commission for Human Rights and Good governance for this successful mission and the key commitments made for continued cooperation and collaborations towards enhancing implementation of regional human rights decisions. The key commitments especially from the government demonstrates Tanzania&rsquo;s readiness and political will to respect and comply with regional human rights decisions.\u00a0<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-59a007a e-con-full e-flex e-con e-child\" data-id=\"59a007a\" data-element_type=\"container\">\r\n\t\t\t\t<div class=\"elementor-element elementor-element-534cebb elementor-widget elementor-widget-text-editor\" data-id=\"534cebb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p style=\"text-align: justify;\"><span style=\"text-decoration: underline; color: #008000;\"><strong>FR-VER.<\/strong><\/span><\/p><p style=\"text-align: justify;\">Une d\u00e9l\u00e9gation de la Coalition pour la Cour africaine, comprenant des repr\u00e9sentants de East Africa Law Societ, a effectu\u00e9 avec succ\u00e8s une mission \u00e0 Dodoma, en Tanzanie, obtenant des engagements cl\u00e9s qui sont essentiels pour renforcer la mise en \u0153uvre des d\u00e9cisions de la Cour africaine des droits de l&rsquo;homme et des peuples (la Cour africaine) et des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme en g\u00e9n\u00e9ral. La d\u00e9l\u00e9gation a tenu des r\u00e9unions constructives avec le Minist\u00e8re des Affaires Constitutionnelles et Juridiques et la Commission des Droits de l&rsquo;Homme et de la Bonne Gouvernance les 10 et 11 juillet 2025 \u00e0 Dodoma, Tanzanie, marquant un moment charni\u00e8re dans la revitalisation de la coop\u00e9ration avec les acteurs \u00e9tatiques et l&rsquo;institution nationale des droits de l&rsquo;homme.<\/p><p style=\"text-align: justify;\"><strong>Dialogue avec le Minist\u00e8re des Affaires Constitutionnelles et Juridiques de Tanzanie<\/strong><\/p><p style=\"text-align: justify;\">Au cours d&rsquo;un dialogue approfondi et constructif, la d\u00e9l\u00e9gation de la Coalition et de hauts fonctionnaires du Minist\u00e8re des Affaires Constitutionnelles et Juridiques de Tanzanie ont discut\u00e9 des voies pratiques permettant \u00e0 la Tanzanie de se conformer \u00e0 ses obligations en mati\u00e8re de droits de l&rsquo;homme et, plus sp\u00e9cifiquement, du respect des d\u00e9cisions rendues par la Cour africaine et la Cour de Justice de l&rsquo;Afrique de l&rsquo;Est. Le Minist\u00e8re a manifest\u00e9 un engagement clair \u00e0 \u0153uvrer pour le renforcement de la coordination, ce qui aboutira \u00e0 plusieurs r\u00e9sultats significatifs :<\/p><ul style=\"text-align: justify;\"><li><strong>La cr\u00e9ation d&rsquo;un point focal institutionnel pour la mise en \u0153uvre : <\/strong>le Minist\u00e8re a reconnu la n\u00e9cessit\u00e9 d&rsquo;une meilleure coordination et d&rsquo;un personnel d\u00e9di\u00e9 en ce qui concerne la mise en \u0153uvre des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme. Il a inform\u00e9 la d\u00e9l\u00e9gation de la Coalition que des plans sont d\u00e9j\u00e0 en cours et que le gouvernement devrait allouer le budget n\u00e9cessaire au cours du prochain exercice financier pour concr\u00e9tiser ces plans.<\/li><li><strong>Engagement en faveur d&rsquo;un dialogue interne :<\/strong>La d\u00e9l\u00e9gation du Minist\u00e8re a \u00e9galement affirm\u00e9 qu&rsquo;elle entamerait des consultations avec d&rsquo;autres organes gouvernementaux comp\u00e9tents afin de rationaliser le processus de mise en \u0153uvre des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme.<\/li><li><strong>Formalisation de la coop\u00e9ration et des collaborations :<\/strong>Le Minist\u00e8re a accueilli favorablement une proposition de la d\u00e9l\u00e9gation de la Coalition sur la n\u00e9cessit\u00e9 de signer un Protocole d&rsquo;Accord avec la Coalition qui structurera les coop\u00e9rations et collaborations futures, le partage d&rsquo;informations et le soutien technique. Il a \u00e9t\u00e9 convenu que la d\u00e9l\u00e9gation du Minist\u00e8re fera avancer les discussions sur cette proposition en interne.<\/li><\/ul><p style=\"text-align: justify;\">L&rsquo;un des principaux d\u00e9fis identifi\u00e9s lors des discussions a \u00e9t\u00e9 <em>l&rsquo;absence d&rsquo;un cadre national de mise en \u0153uvre en Tanzanie fournissant des orientations claires sur le processus d&rsquo;application des d\u00e9cisions de la Cour africaine et d&rsquo;autres d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme.<\/em> Dans ce contexte, les d\u00e9l\u00e9gu\u00e9s de chaque partie ont convenu de la n\u00e9cessit\u00e9 de poursuivre les \u00e9changes et le partage d&rsquo;informations sur les bonnes pratiques d&rsquo;autres syst\u00e8mes et pays dans le but de renforcer la mise en \u0153uvre des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme.<\/p><p style=\"text-align: justify;\"><strong>Dialogue avec la commission des droits de l&rsquo;homme et de la bonne gouvernance<\/strong><\/p><p style=\"text-align: justify;\">La r\u00e9union avec la commission des droits de l&rsquo;homme et de la bonne gouvernance a r\u00e9v\u00e9l\u00e9 un niveau exceptionnellement \u00e9lev\u00e9 de pr\u00e9paration et d&rsquo;engagement proactif. La Commission, dont le mandat inclut le suivi de la mise en \u0153uvre des jugements r\u00e9gionaux, a d\u00e9j\u00e0 entrepris un important travail pr\u00e9paratoire, notamment en d\u00e9veloppant une base de donn\u00e9es interne des d\u00e9cisions de la Cour africaine. La r\u00e9union a abouti \u00e0 une feuille de route solide pour une action commune :<\/p><ul style=\"text-align: justify;\"><li><strong>Formalisation imm\u00e9diate du partenariat :<\/strong>La commission a fermement soutenu la signature d&rsquo;un Protocole d&rsquo;Accord avec la Coalition pour formaliser le partenariat en mati\u00e8re de coop\u00e9ration et de collaboration.<\/li><li><strong>Renforcement cibl\u00e9 des capacit\u00e9s :<\/strong>parmi les domaines prioritaires cl\u00e9s, la Commission a identifi\u00e9 le besoin d&rsquo;une formation sp\u00e9cialis\u00e9e sur la mise en \u0153uvre des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme afin d&rsquo;am\u00e9liorer le suivi et le rapportage de ces d\u00e9cisions.<\/li><\/ul><p style=\"text-align: justify;\">La Coalition est reconnaissante envers le Minist\u00e8re des Affaires Constitutionnelles et Juridiques de Tanzanie et la Commission des Droits de l&rsquo;Homme et de la Bonne Gouvernance pour le succ\u00e8s de cette mission et les engagements cl\u00e9s pris pour une coop\u00e9ration et des collaborations continues en vue de renforcer la mise en \u0153uvre des d\u00e9cisions r\u00e9gionales en mati\u00e8re de droits de l&rsquo;homme.
